Legislation proposed by Mayor Muriel Bowser would allow wineries and distilleries in D.C to ship products directly to consumers the same way breweries do. It would allow products that are made in collaboration with another manufacturer to be sold in aluminum cans in addition to glass growlers. The legislation would also allow brew, wine, and distillery pubs to be located 600 feet away from their manufacturing facilities. The Manufacturer and Pub Permit Parity Amendment Act of 2019 would also raise the ABV allowed in wine. The evolving craft alcohol scene in the city would benefit from this legislation as several wine pubs would like to introduce a cider that is slightly above 15 percent ABV. Bowser claims that raising the ABV from 15 to 21 percent would enable the district to be more in line with other jurisdictions.
